As long as they stop banning games from sale how is this a bad thing? There's quite a few games in the ma15+ category that should really be r rated (not all of course, but still a significant amount)

How does moving them to an R rating require scrapping the MA rating altogether?

I think consistancy is the key here. People are going understand the rating system better if it falls in line with other mediums like film and TV.

Which was my point - you could just as easily solve the problem by just putting a R rating on top of all that. It's not like we have a four-rating limit or something.

True, which makes me wonder what the ulterior motive here is. Or even if they will cease banning games as well.
I do believe that making ma15+ games r rated makes more sense for games like gta, fear, deadspace, etc. Less so for others of course.

I just think it leaves too big a gap between the M and R rating. MA was brought in for a reason.
Considering the motives of the people behind many of these moves and considering SA's history regarding classification law, I think it's safe to assume that any proposed change is going to be more restrictive than before.

Just read the article on this issue over at ign. This in combination with other r18+ laws will be fairly over the top. If they go the whole hog with with packaging and display it's gonna cause a massive headache for all game retailers...

We're not getting it yet, but it's looking likely. I'm still unsure of how much it will change, but at the very least an R18+ rating will mean some games are more properly rated.

What I find hilarious is that Breivik was fighting a perceived muslim invasion, fighting for a pro-Christian Europe.
