Dragon Age: Origins
Though the combat is mostly uneventful and boring, I think, the proper RPG elements of the game are pretty good, the NPC interactions are mostly wonderful, and the Origin stories are an interesting way to give backstory to your PC.
Like Bayonetta though, if this voting lasts until after Mass Effect 2 is released I will almost certainly be changing my vote.

Tales Of Vesperia.
Fantastic Game from start to finish. Great combat system, Good Storyline and 50 hours of non boring role playing.

Dragon Age: Origins
This is a terrible game with horrible gameplay and no tutorial to explain it's unintuitive menu systems. I liked the story and characters though and apparently this was a terrible year for RPG's as it's the only one I remember playing, therefore GOTY by default. Oh the graphics are completely hideous at times, too.

World of Warcraft
I was going to nominate Dragon Age: Origins, but then Blizzard dropped patch 3.3, which basically made WoW awesome again. The new dungeon system is the best thing to happen to the game, and Icecrown Citadel caps off a series of great content releases since last year's launch of the Wrath of the Lich King expansion.

Tales of Vesperia
Great characters and great art direction, as well as a lengthy (if confusing and a bit muddled) story. The combat system was fun and strategic (at times) without being completely mashy, and Repede was a dog with a pipe. A MOTHER****ING PIPE.
Also, I like to annoy Vin.

I'm going back to serious mode and once again proclaiming Demon's Souls not only as my favourite RPG of 09, but my favourite RPG so far this generation.
Persona 4? (Which, by the way, I'm highly disappointed no one's nominated. Did you all throw out your PS2s when you got PS3s?)

Without having played Dragon Age Origins, which looks totally awesome, I will say World of Warcraft. The latest content patch (3.3) is fantastic.

Because I actually finished it in 2009 and I'm still playing through Dragon Age Origins :p
Besides that, Persona 4 was soooo good, first game in the series I played and got me to go back to play Persona 3 .. which I'm enjoying but finding it not as good as P4.

Just what every great RPG should be - brutally hard, but thoroughly rewarding.
Closely followed by Mario & Luigi: Bowser's Inside Story, Persona 4 and Star Ocean (which I loved, can't really understand the pervasive hate for it everywhere)

Is Borderlands really being counted as an RPG? If so then yeah, bad year for RPGs since Dragon Age didn't hook me at all, the six or so hours I spent with it felt like a chore.

I was hyped about Dragon Age but found it a bit disappointing when I actually got round to playing it, and I'm still not really sure why. So Tales gets my vote. An all-round quality game.

Dragon Age: Origins has my vote, have waited far too long for another PCRPG of good calibur to appear and satiate my RPG hunger. Only 3 races available to play as but there is enough with class customization that only having 3 races to choose from doesn't matter.
AI can be fickle at times, which can be viewed as a godsend for those that enjoy a challenge or someone didn't do their AI programming properly by others who may not be able to endure the fickleness throughout the game.
