I got excited that he was actually an unlockable character that somebody had unlocked after almost 10 years of playing - but it's a glitch.
Very cool. You've been able to play as him using an Action Replay for a while but I could never be bothered to try one.

They also have a video on that it is actually possible to jump over the flag pole in Mario
